Many Jews living around the city moved to Chernivtsi (Cernăuți), hoping that the impressive Jewish community in the city will provide them with protection.<br /><br />On 10 October, the public was informed that it was decided to evacuate the Jewish population from Bukovina County. To be evacuated, it was necessary to be first tightened in a ghetto.<br />On 12 October, a conference was held with all the authorities, at which Mayor Popovici pleaded for the rescue of a large number of Jews, claiming that they were needed as specialists without whom the city could not function.<br /><br />Popovici reports: “My endeavor was successful, however, because late on Wednesday 15 October, Marshal Antonescu, in his telephone conversation with the governor, consented to a retouching of heavy deportation by ordering the exemption from the evacuation of a lot of up to 20.000 souls, in which number to fall into the categories to which we drew attention in Sunday's administrative conference and to which we had endorsed by means of absolute weight factors.This is how we got to stop at Cernivtsi (Cernăuți) a number of approx. 20.000 jews.”<br /><br />Until 14 October 1941, when the deportation of the Jews stopped, more than 30.000 Jews had been evacuated from Chernivtsi. There were 15.600 Jews in the city, named as "essential for the functioning of the city" following a decision by Governor Corneliu Calotescu, who added another 4.000 who benefited from temporary authorizations issued by Dr. Traian Popovici.<br /><br />Popovici's courage has not been without consequences. In early 1942, a Commission of inquiry was formed in Bucharest to investigate the way in which the selection of Jewish professionals was carried out, following several whistleblowers' whistleblowing.<br /><br />Found guilty of issuing numerous certificates allowing Jews to avoid deportation, Traian Popovici was replaced in June 1942 as mayor. His place was taken by Dimitrie Galeș, and the deportations to Transnistria were resumed, with another five thousand Jews losing in Transnistria.<br /><br />After being removed from office as mayor, Popovici lived only 4 years, his death was recorded on 4 june 1946.<br />23 years after his death in 1969, the institution Yad Vashem held a ceremony in his memory, in which he honored him as a "Right between Peoples".<br /><br />The Community of the Jews of Chernivtsi paid a memorial to his honor. On 21 April 2009, with the permission of the local authorities, the plaque was placed on the house in Cernivtsi (Cernăuți) where Traian Popovici lived. The following message shall appear on the plaque in Romanian, English and Ukrainian languages:<br /><br />“Traian Popovici lived here (1892 – 1946). Now, my father, who lived in Gdańsk at that time, told me that the authorities "summoned" (made it kinda obligatory) the locals to watch the hangings. On the other hand, given the fresh recollections of the unspeakable atrocities German Nazis perpetrated on Poland's population (we lost abot 2 to 3 million Christian and about the same amount Jewish co-citizens as a result) watching the executions might have been sort of compensatory to many. He was a German priest - Roman Catholic - who ministered to French POWs during the Occupation. Free to come and go in prisons, he did much more than render the usual services for a priest - he actually delivered messages between the jailed French patriots and their families. Furthermore, since he was somehow given access to the Gestapo files on those prisoners, he helped prepare them and their families for interrogation, as they would know in advance what German intelligence knew and what they ignored! He did this to the point of exhaustion, knowing fully well that, if caught, he would be executed - and that he had a serious heart ailment, for which he was supposed to rest. Sure, there were other priests who could visit those prisoners, but they wore German uniforms, the least comforting thing for them. After D-Day and upon the fall of France, he gave himself up as a German POW, to minister to his captured countrymen. Following war's end, he was in charge of setting a Seminar for former Catholic theology students, who could not at the time complete their studies because they had been drafted.
